Most people asking this question want a number, and the honest answer is that the number depends on one decision you have probably not made yet: whether you are gifting everyone the same thing, or gifting different groups differently.
Spend the same on all 200 people and a €20 budget costs €4,000 and buys a decent single item. Split it, give 180 people a €7 gift and 20 people a €50 one, and you spend €2,260 for a better outcome at both ends. Neither approach is wrong. But picking one before you look at products is what stops the budget drifting.
There is a second thing that decides the number, and it catches people out. Prices at Monday Merch move sharply with quantity. The Christmas Card is €5.71 a piece if you buy the 10-piece minimum and €0.42 at 250. Truffles run €21.88 at 50 and €3.40 at a thousand. So "how much does it cost" has no answer until you know how many people you are buying for.
Everything below is priced per piece at that product’s own minimum order quantity, with the smallest total you could spend on it. That is the honest worst case. Order more and the per-head figure falls, often by half or better.

Three costs people forget
Before the bands, the three things that reliably push a Christmas budget over.
Minimum order quantities, which decide whether you can buy something at all. Several of the cheapest items per piece carry minimums of 500 or 1,000, so a €1.08 sweet means a €1,080 order. Check the minimum before you fall in love with a unit price.
Packaging is a separate line. A €7 gift arriving in a plain carton is a €7 gift that looks like a delivery. A card and some coloured filling is the difference between a product and a present, and it comes out of the same budget. The Christmas Card is €5.71 at its 10-piece minimum and €0.42 at 250, so at scale this costs you very little and at small quantities it is a real line item.
Shipping to individual home addresses costs real money, and it scales with weight. A blanket costs considerably more to buy and to ship than a chocolate bar, and the gap widens sharply when you are delivering to two hundred separate doors rather than one office.
Our recommendation: take your per-head figure, set aside roughly 15% of it for packaging, and price the shipping separately once you know whether you are sending to one office or two hundred doors. That split is our own guidance from running these programmes rather than an industry standard, so adjust it to what your packaging actually costs.

If you want a single number, we would suggest €10 to €15 a head including packaging for an all-staff gift. That is our recommendation based on what works rather than a published benchmark. At 200 people it comes to roughly €2,000 to €3,000, and at that quantity most of the €10 to €20 band drops into the €5 to €7 range, so the money goes further than the tables below suggest.

Under €5 a head: the flat-priced food
A short band, and not for the reason you would expect. Almost nothing at Monday Merch costs under €5 at a small order quantity, because most prices fall steeply with volume and start high. The exceptions are these, where the price is the same whether you buy 15 or 500. If you are ordering for a small team, this is the only band that behaves the way you assume pricing works.

The cheapest per-head item anyone can actually buy, at €1.79 whether you order 25 or 500. It is also the savoury option, which matters more than it sounds: any gift box that is entirely sweet misses the share of your team who do not want chocolate, and balancing it here costs almost nothing.

Where most all-staff gifts land once you are buying at a realistic quantity. The first is per-head framing. €4,000 sounds like a lot; €20 per person for a team of 200 sounds like what it is. Finance approves the second more readily than the first, and it is the same request.
The second is timing, which quietly costs more than the gift. Leave the decision late and the affordable options disappear before the expensive ones do, because the cheap items in this article are mostly food with long production runs.
